Abstract:

THE PARTICIPATION OF ATTORMEYS AS SOCIAL ENGINEERS IN THE PEESERVATION AND PROTECTION OF NATRUAL RESOURCES FOR THE HIGHWAY CORRIDOR IS EMPHASIZED. THE PART OF THE SCENIC EASEMENT AS IT RELATES TO THE ESTABLISHMENT AND PRESERVATION OF THE HIGHWAY CORRIDOR CONCEPT IS DISCUSSED. LAND-USE CONTROLS AND PUBLIC OPINION CAN PROTECT THE NATURAL RESOURCES. LAWYERS WILL RELY ON THE SAME BASIC LEGAL TOOLS AVAILABLE TODAY TO PRESERVE THE HIGHWAY CORRIDOR CONCEPTS' EMINENT DOMAIN, POLICE POWER, GRANT-IN-AID, AND TAX POWER.
