Abstract: HIGHWAY MANPOWER REQUIREMENTS ARE DISCUSSED FROM THE POINT OF VIEW OF GENERAL NATIONAL CONDITIONS, AND FROM SPECIFIC SITUATIONS. FACTORS ARE ECONOMIC INFLUENCES AND THE DIFFICULTY IN FORECASTING THE NUMBER OF HIGHWAY ENGINEERS NEEDED. ENGINEERS MUST BE ATTRACTED TO THE HIGHWAY DEPARTMENTS BY MORE THAN ADEQUATE SALARIES AND A CHALLENGING LONG TERM PROGRAM. AVAILABLE IN-SERVICE TRAINING AIDS TALENT COMPETITION AND PROVIDES THE BEST RESULTS FROM TALENT OBTAINED. THE NEED FOR MEN WITH FORESIGHT FOR PLANNING AND DESIGN SHOULD BE EMPHASIZED.
