Abstract:

THE ADVENT OF THE INTERSTATE HIGHWAY SYSTEM HAS IMPROVED STATE-LOCAL RELATIONS IN KANSAS BECAUSE THE 90-10 FINANCING FEATURE HAS RELIEVED CITIES OF THE FINANCIAL BURDEN IN THE ACQUISITION OF RIGHTS-OF-WAY. MOREOVER, THE KANSAS TURNPIKE HAS HELPED TO CONDITION LOCAL OFFICIALS TO ACCEPT CONTROLLED ACCESS FEATURES OF THE INTERSTATE SYSTEM. THERE ARE, HOWEVER, TWO LONG RANGE PROBLEMS (1) THE INTERSTATE STANDARDS ARE SO HIGH THAT MANY LOCAL ROADS WILL BE CLOSED OFF, AND (2) THE INTEGRATION OF THE INTERSTATE SYSTEM INTO THE LONG-RANGE NEED FOR PLANNED EXPANSION OF METROPOLITAN AREAS IS VERY COMPLEX.
