Title: TRENDS IN HIGHWAY ENGINEERING EMPLOYMENT: 1960 INVENTORY OF STATE HIGHWAY ENGINEERING EMPLOYMENT

Abstract: AN INVENTORY OF STATE HIGHWAY EMPLOYMENT WAS UNDERTAKEN IN 1960 TO SPOT TRENDS IN THE EMPLOYMENT OF HIGHWAY ENGINEERING MANPOWER WHICH COULD BE USED AS TOOLS IN A STUDY OF EFFECTIVE UTILIZATION OF MANPOWER. ENGINEERING PERSONNEL, IT WAS LEARNED, ARE NOT INCREASING IN NUMBER AS RAPIDLY AS CAPITAL OUTLAYS, AND THE RATIO OF AIDS TO ENGINEERS IS INCREASING. ALSO THE PERCENTAGE OF GRADUATE AND REGISTERED ENGINEERS TO TOTAL ENGINEERS EMPLOYED HAS INCREASED SINCE 1956. MOREOVER, THE NEED FOR ENGINEERING PERSONNEL AS EXPRESSED BY THE STATES IS NOT AS GREAT AS INDICATED BY POPULAR OPINION. THE ANALYSIS OF THE RATIO OF AIDS TO ENGINEERS OR THE NUMBER OF ENGINEERS PER MILLION DOLLARS OF CAPITAL OUTLAY COULD SERVE AS A GUIDE TO THE STATES TO SET SOME CRITERIA FOR PRESENT AND FUTURE MANPOWER REQUIREMENTS.
