Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: Passenger and commercial vehicle crossings at the U.S.-Mexico border play an important role in the economies of the border region and both nations. The time it takes to cross the border from Mexico into the U.S. (and into Mexico), for both passenger and commercial vehicles, is an important element in making travel and business decisions. Unfortunately, there is no system in place to relay and archive crossing times of commercial and passenger vehicles. Public and Private stakeholders in the El Paso – Ciudad Juarez region have expressed a strong need for such a system. This paper describes the development of a prototype Border Crossing Information System (BCIS). The objective of the prototype BCIS was to design and implement a centralized repository of archived border-crossing data and develop techniques to extract and relay pre-trip traveler information. Since full-scale information system requires a considerable amount of time and resource, a prototype BCIS with limited functions was developed for this research. However, the overall goal of the prototype was to demonstrate how stakeholder needs could be fulfilled by - identifying components for a system, and integrating available technologies. The prototype BCIS was developed and implemented using data warehouse concepts and principles, and a multi-tier architecture (client-server architecture). Using web-based tools, the prototype system provides archived border-crossing data and pre-trip traveler information related to travel conditions at the border to stakeholders through a single window map-based website.
