Abstract:

The Manual on Uniform traffic Control Devices (MUTCD) is a critical document for the transportation profession. In its current form, it contains over 700 pages of guidelines that are used by field personnel, engineers, and decision makers in the traffic engineering field. However, the document's origins were more humble, with a document that contained less than 200 pages. This paper traces the evolution of the MUTCD from its predecessor publications in the 1920s through its nine editions. The paper identifies the significant milestones in the document's evolution, both from the perspective of specific devices and significant issues. The information in this paper will help readers to understand the role of the manual, how it has evolved into its present form, and why it is written in the current manner.
