Crosscutting Issues and Initiatives to Measure Crossing Times of Commercial and Passenger Vehicles on United States-Mexico Border

Abstract:

Border crossing times of commercial and passenger vehicles is of high significance to the trade industry, and daily commuters. Time needed to cross the border consists wait time, which is a combination of travel time from start of the queue (wait time) to the primary inspection station in the U.S. side (or Mexican side), and primary inspection time. The researchers interviewed the stakeholders from the El Paso-Ciudad Juarez region (especially freight shippers and carriers, planning agencies) and identified specific needs in terms of having a reliable and accurate source of crossing times at the border for both passenger and commercial vehicles. The stakeholders (both private and public) also expressed urgency for deployment of ITS at border-crossings. As state, federal, and local agencies in the border continue to undertake ITS projects to measure border-crossing times, these agencies need to explore several crosscutting issues that may arise at various times during early conceptions to design and implementation. Several crosscutting issues related to ITS deployment to measure, relay, and archive crossing times of passenger and commercial vehicles are described. These crosscutting issues were a direct result of the experiences gathered by the researchers while performing research projects at the border during the past several years. Based on understanding of all these crosscutting issues mentioned earlier, state and federal agencies have undertaken several initiatives that are underway along the U.S.-Mexico border to deploy ITS technology to measure crossing times of commercial vehicles (passenger vehicles will likely follow in the future). In this paper initiatives on the Texas-Mexico border and the ones authors are involved are described.
