Abstract:

Under congestion pricing, a highway authority must anticipate economically efficient prices; communicate the prices to travelers; and adjust the prices according to the response—all in real time—so that traffic flows more freely. However, travelers may be worse off on average if the revenues are not applied to increase mobility throughout the system.
