Abstract:

The Washington State Department of Transportation(WSDOT) has adopted a policy to consider a managed-lanes approach for all new lanes that are added to the state highway system. DKS Associates used sketch-planning methods to evaluate the feasibility of three methods for managed lanes for new lanes that might be added to I-5 in Whatcom County. The options considered were high occupancy vehicle (HOV) lanes, high occupancy tool (HOT) lanes and truck-only lanes. The analysis of these options was conducted using simple sketch-planning methods designed to assess whether the options warranted further consideration in the master planning process. This paper presents the approach used, the data that supported the analysis and the results of the analysis. The results reported in the paper demonstrate that a quick-run-around approach can be effective in screening managed-lane options without extensive modeling or time-consuming analyses.
