Cross-Border Delay and Transportation Patterns and Freight Commodity Profile at the Western Cascade Gateway and Trade Corridor

Abstract:

This paper will present a commercial vehicle profile of delay and transportation patterns and commodity profile at the Western Cascade Gateway, the primary border crossing between Southwest British Columbia, Canada, and Northwestern Washington, United States. With the authors long term delay data set the paper will describe observed seasonal, daily, and time of day patterns including the average and variability of delay. Using four data sources for comparison—a probe vehicle border delay data set, a detailed border operations survey data set, loop detector volume counts, and manifest sampling, the authors describe transportation patterns in the Cascade Gateway and provide a more complete description of regional trade, current delay patterns, and consequences of delay. This context is necessary to consider the impact delay has on regional supply chains, and also in developing appropriate policy solutions for congestion at the border as well as other issues affecting freight at this border crossing.
