A Concept of Operations for Peak-Period Pricing on Metropolitan Freeway Systems

Abstract:

Priced lanes operating in the U.S. have demonstrated that traffic demand on individual segments of freeways can be managed through variable pricing – either through tolls that vary according to a pre-set schedule, or dynamically. However, neither conventional pre-set tolls nor dynamic tolls would provide for optimal performance with a freeway pricing system involving all lanes of an entire network of priced freeways. This paper discusses the issues and presents a concept that would address the issues for freeway network-wide pricing (i.e., all lanes). The concept attempts to provide information to motorists sufficiently in advance so as to influence their travel choices before they leave home, while at the same time ensuring maximum utilization of the freeway system at the lowest possible toll rates, and guaranteeing a specific level of service set by policy. In order to demonstrate the feasibility of this concept, a pilot project is suggested.
