Value of Rail Freight Travel Time in Trans-Korea Railroad Project

Abstract:

South Korea is becoming the central logistics distribution country for Northeast Asia. In this paper, the author estimate the value of rail freight time by using stated preference data of rail freight cargo. In addition, the various values of rail freight characteristics are considered, such as reliability of shipments, transportation time, and shipping frequency. The value of time for transporting a container was estimated at $8.67 per 40 ft container per hour and $0.38 per metric ton per hour for bulk commodities. The value of shipment reliability for transporting a container was estimated at $2.31 per hour and for $0.20 per hour for bulk freight. Finally, the value of shipment frequency for transporting a 40 ft container was $2.14 and bulk freight was $0.086. These results indicate the importance of taking into account the value of freight time when planning and evaluating freight transportation projects such as Trans-Korea Railway (TKR).
