The emphasis here is on determining space requirements (which are related more to originating passengers, i.e. long-term parkers, than passengers in general), environmental concerns (limits on airport parking may not achieve environmental goals, since having someone drop a passenger off would double the vehicle miles traveled), and the need for more data and studies.
