Abstract:

Revitalization of the inner city--or perhaps of the older city--is the most critical economic need that faces us today. We are not going to solve that problem by dreaming up some program and imposing it from the top. Rather, we need programs that will respond to and will encourage local initiative; the stimulus for improving the economy must come from the bottom. What is needed is flexible joint development. While the money may come from the top, work with local government and with private investors in realizing whatever potentials may exist at local levels is also necessary. /Author/
