Abstract:

Preparedness for public transit systems has grown in importance with the Tokyo sarin gas attacks, the Paris Metro bombings, the synchronized commuter rail attack in Madrid, and the London Underground and bus bombings. By nature, public transit creates vulnerability where masses of people can be hurt and attackers have multiple transportation options for escape and opportunities to move weapons. This paper reviews the body of academic and professional literature, as well as historic events, to characterize the current state of preparedness for natural and human disasters affecting public transit systems in the United States. The nature of threats is examined, and institutional issues are explored. This paper ultimately proposes research directions for improving public transit preparedness.
