Abstract:

Although major destructive incidents on land often have received maritime response, waterborne rescue missions usually are not part of a larger plan. In this article the author points to several historic and recent events--including the September 11 terrorist attack on New York, the Indian Ocean tsunami, and Hurricane Katrina--that demonstrate the advantages and effectiveness of water-based response.
