Title: Ethical Considerations in the Transportation Sector: Progress, Need, and Value

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: The paper discusses the role of ethics in the transportation sector and the application of Caux Round Table principles for effective transportation decision-making. The Caux Round Table (CRT) created a formal listing of ethical principles and presented them at the United Nations World Summit on Social Development in 1995. It is argued that the application of these principles creates more effective transportation decisions. The importance of public officials in building and maintaining trust with citizens and taking steps to secure and improve societal well-being forms the basis for this paper. Progress has already been made in achieving the goals outlined by the CRT. The National Environmental Policy Act, Executive Order 12898, and New York State Department of Transportation’s Environmental Initiative serve as examples of this progress. The authors suggest that CRT principles would be better met by further increasing the list of aspects considered in the transportation planning process. Recommended focus areas include health and safety, quality of life, and sustainability. Claims that these areas are out of the realm of the transportation sector are compared to similar claims prior to other policy changes. The authors suggest that a fuller incorporation of CRT principles within the transportation sector is necessary to meet 21st century needs and suggest that this opportunity bears a great social responsibility. Difficulties in reaching a fuller incorporation of CRT principles are discussed. The authors conclude with recommended means for incorporating CRT principles into the transportation planning process.
