Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: North Carolina has a robust history in transportation planning dating back to the 1950’s. Since the early 1970’s long-range transportation plans have considered known environmental features and the desire to do a better job of considering environmental features continues to grow. In the 1990’s attempts were made to involve environmental resource agencies in the long-range transportation planning process with a desired outcome was that projects coming from the long-range transportation plan would be accepted in project planning as they moved through the National Environmental Policy Act (NEPA) process. Success in incorporating environmental information in long range planning that is acceptable in the NEPA process was limited to pilot projects or special studies. North Carolina has rebuilt their long-range transportation planning process into what is now known as the Comprehensive Transportation Plan (CTP) process. This effort by the North Carolina Department of Transportation to address environmental issues in long range planning involves: 1) detailed documentation of improvements to the CTP process; 2) resource agency involvement; 3) identification of eight direct linkages between the CTP process and project development (NEPA process). Several factors that are critical to the successful integration of transportation planning and project development include accurate statewide GIS data coverage, electronic tools to store and transmit information, and continuous training of State and local transportation planning staff, as well as environmental resource agency partners.
