One topic considers the societal impact of highway construction including displacing residents, changing access to and impact on neighborhoods, insuring adequate public information and involving local participation in the decision making process. Another topic covers the contractor and his wide range of responsibilities which include labor costs, safety issues, maintenance of traffic, job site security and oversight of a project's scheduled phases. Ultimately highway construction in urban areas is a multigroup planning and cooperative effort between local, state and federal agencies working together with designers, planners and contractors.
