Abstract:

The National Center for Accessible Transportation (NCAT) is also the Rehabilitation Engineering Research Center for Accessible Public Transportation and is located at Oregon State University (OSU). A survey on Airport Features for Persons with Disabilities was sent to all commercial service airports in the continental US and major commercial airports in Hawaii and Alaska. The survey was conducted between December 2004 and March 2005. The purpose of the survey was to determine the level of accessibility as determined by airport managers or their designates. The responding airports were classified by size according to the National Plan of Integrated Airport Systems (NPIAS). This classification is according to annual passenger enplanements. The adjusted response rate was 58.5%. The survey results indicated that most of the airport managers, or their designates, rated their airport was very accessible. In general the respondents showed that the airport features related to physical accessibility were better than those for sensory or cognitive accessibility. The general question responses and technical assistance requests indicate that airport managers do not have the same level of understanding of airport features associated with passengers with sensory or cognitive impairments. There are enormous challenges for all airport managers, but these challenges are different depending on airport size. There were several unexpected results of the survey. The survey instrument itself was an education and outreach tool. A number of airport managers were introduced to real time passenger information systems. Overall, the results of the survey indicated that those managers who responded to the survey are seriously committed to improving access to the airport for people with mobility, sensory and cognitive disabilities.
