Title: CONSENSUS RULEMAKING AT THE FEDERAL RAILROAD ADMINISTRATION: ALL ABOARD FOR RAILWAY SAFETY MEASURES
Accession Number: 00987724
Record Type: Component
Availability: Find a library where document is available Abstract: Because of the success of working groups, as well as roundtable discussions, the Federal Railroad Administration (FRA) changed the traditional hear-and-decide regulatory procedure for railroad safety into a consensus model involving the parties that are benefited or burdened by the regulations. This article presents accounts and lessons from two noteworthy rulemaking successes, plus insights into the unique and balanced workings of the Railroad Safety Advisory Committee.
