Availability: Find a library where document is available Abstract: The objective of this study was to develop a public transportation board self-assessment tool. The assessment measures were successfully developed by the use of expert workshops. The workshop participants included transit chief executive officers (CEOs) and board members representing multiple transit agencies of varying sizes and geographic locations. The workshop yielded three levels of assessment that were then incorporated into a complete handbook. The handbook explains the purpose of the self-assessment tool, and includes detailed instructions for its use. Testing of the handbook identified no major problems or issues with respect to its clarity or appropriateness. This evaluation was conducted by transit board members from a small cross section of American transit agencies; they filled out the questionnaire on a pilot basis. The field testing also yielded some valuable comments and suggestions regarding the measurements. The research team incorporated these suggestions in the final handbook, and the tool is now ready for distribution and use.
