Abstract:

In this sidebar article, the author reviews the environmental process and the steps in selecting a preferred alignment for the California 700-mile high-speed rail megaproject. The California High-Speed Rail Authority is scheduled to release a draft program-level Environmental Impact Report - Environmental Impact Statement document in June 2003, describing the preferred alignment and station locations for the system, allowing the preservation of rights-of-way, and enabling the development of a phased implementation program.
