Abstract:

The paper describes the manner in which the British Central Government has translated the results of reserach into specification requirements taking into consideration the constraints acting on the situation. The advantages are pointed out of publishing the skid resistance standards for new construction and for maintenance as separate documents. The new guidance standards are limited to bituminous surfacings for new roads and are expressed in terms of requirements for aggregate properties, PSV (polished stone value) and Aggregate Abrasion Values (AAV), and texture depth to match skidding resistance with different categories of highway layout and traffic flow. The inputs to the skidding resistance policy making include the results of research relating to site categories, risk ratings, correlations (risk rating, textrue depth, PSV, AAV-sideway force coefficient), and effect of braking. The constraints relate to aggregate availability, surfacing materials and construction techniques, the need to balance cost with safety, and legal implications. The standards are formulated for surfacings designed to provide a level of skidding resistance (sideway force coefficient) above the appropriate minimum throughout its anticipated life by relating its PSV and AAV to the commercial traffic flow expected to be using it at the end of that life.
