It is useful to develop a model into which the research studies reported over the last three decades can be classified. The construction of a model is also useful in directing attention to the users of alcohol safety science. The model should reflect the major operating components of the social/legal system through which society attempts to control underage drinking and drinking-and-driving. This paper presents such a model. The model identifies eight major elements of the current prevention system for controlling underage drinking and drinking-and-driving. The research needs in each of the eight elements are then outlined.
