Abstract:

Graduated driver licensing programs, which enable new drivers to gain experience progressively under conditions that minimize exposure to risk, have demonstrated success in reducing collision rates. This article traces the development of the concept, its implementation and acceptance in the United States and abroad, and the studies corroborating the program's safety benefits.
