Abstract:

This paper discusses traditional cultural properties--historic places that are significant for their role in the lives of tribes and other traditional communities. The author describes appropriate procedures for determining significance and for addressing effect and mitigation as well. He emphasizes the central role of consultation with traditional practitioners in completing all of the steps in the National Register Section 106 process, and offers suggestions about how to identify appropriate tribal communities with which agencies should consult.
