The author notes that the process for evaluating significance under National Register Criterion D, as codified in federal regulation and guidance, is a reflection of the prevailing theoretical perspective in American archaeology at the time the process was created. He argues that this process and the underlying theoretical perspective are not always applicable to historical archaeology, and that they do not incorporate sufficient public involvement.
