Abstract:
The importance of low-volume or feeder roads to regional economic development is discussed, and a methodology for appraising the economic value of low-volume roads is described. The methodology stresses the integrated role of low-volume roads in a rural, regional, and national framework. This paper discusses the transport planner's approach to evaluating and designing low-cost, low-volume roads and gives a detailed list of his tasks.
