Availability: Find a library where document is available Abstract: This paper describes methodologies for developing uniform, efficient, and systematic procedures for estimating and predicting traffic volumnes on national forest roads. The material is based on work developed jointly by the Forest Service, San Jose State University, and the Institute of Transportation and Traffic Engineering, University of California, Berkeley. In general, procedures applicable for low- to moderate-volume roads have been investigated. Considerable discussion is devoted to concepts of traffic volume sampling and analysis using probability theory and statistical inference. Simple random sampling, systematic sampling, and stratified sampling procedures are described. Procedures are also described for analysis of short counts and their expansion to annual average daily traffic by using index factors and constant period techniques based on variation patterns of traffic flow. The paper also discusses modeling techniques developed to estimate travel in the national forests generated by activities such as recreation, logging, and administration under alternate management strategies. A model to estimate recreation travel between population centers and national forests is also described. The economic aspects of traffic sampling are discussed, including the use of concepts from statistical Bayesian decision theory to determine optimum sampling intensity and integer programming to address to the problems of sampling under budget constraints. A brief description is given of two computerized traffic data management systems developed to facilitate analyses of traffic volume and composition data.
