Abstract:
This paper explains the relationship of the extensive Forest Service transportation system to the overall mission of the Forest Service. Information is given on the extent, investment, diversity, and development of this transportation system. For the most part, the system is a low- volume road system, frequently carrying fewer than 100 vehicles per day consisting of a wide array of vehicle types with the dominant type being log hauling trucks with a gross vehicle weight of 75,000 lb (34 000 kg). Other users and peak demand situations are identified. Questions are are raised on the safety requirements for low-volume roads. The funding sources for the development of this transportation system are explained, and tables showing the dollar amounts contributed by these sources are presented. Reference is made to the dedicated engineering personnel working under servere economic and environmental constraints in the development of the road system. Basic questions are raised on the applicability of the standards currently being used to design low-volume roads. Many of these standards were extrapolated, projected, and rationalized from information developed for higher types of road facilities. The need for more relevant standards is explained. Low-volume road technology needs further improvement and development. It is recommended that the Transportation Research Board provide the needed forum and catalyst for the advancement of low-volume road technology.
