Abstract:

Chapter 8 contains the papers presented on the changing statewide transportation planning process. David Rose, Dye Management Group, Inc., discusses improving the business of statewide planning. The discussion covers three topics: looking at what statewide planning is currently performed; recommending some fairly broad business objectives for statewide planning; and presenting what the author's priorities would be, if he were responsible for improving the statewide planning process. John Horsley, American Association of State Highway and Transportation Officials, discusses future challenges in statewide transportation planning. Of the many challenges to be faced, the author discusses four: smart growth; environmental streamlining; freight efficiency; and rural transportation.
