Availability: Find a library where document is available Abstract: This study evaluated system performance and the economics of a publicly operated demand-responsive transportation system in Richmond, California, and a privately owned and operated demand-responsive transit service in Santa Barbara, California. The systems were evaluated from the viewpoint of users, nonusers, and system operators. The major conclusion from the research was that ownership and operation of demand-responsive transit by the private sector demonstrate significant potential and should be given serious consideration by policy makers. By subsidizing a private operator at approximately $1.00 per passenger-trip, it should be possible for a local government to provide increased mobility to transit- disadvantaged sectors of the population with a greater degree of efficiency and equity than would be possible if the service were operated by a transit district. /Author/
