Abstract:

In these welcoming remarks, the president of the National Academy of Engineering comments on the history of the National Academies and their dual role of honorific societies and providing advice to the federal government. He then comments on the problem of sediment contamination of ports and waterways, and the fact that the problem is further complicated by a tangled web of legislation, multiple federal agencies with responsibility, and overlapping state and local jurisdictions.
