Are the test criteria too severe? Where are we deficient in our evaluation of current products? At the Federal Highway Administration's (FHWA's) discretion, manufacturers may and often are required to run non-standard tests before the "FHWA Approval Letter" will be issued - is this good practice? And, in conclusion, are we headed in the right direction?
