Availability: Find a library where document is available Abstract: This report presents the airport operators' views on the issues of airport development needs and financing. The presentation comments on the Airport and Airways Trust Fund (not being used for the purposes for which it was intended); the Passenger Facility Charge (PFC) (the only way that an airport can charge passengers directly); airport privatization experiments; the Airport Improvement Program (AIP); the definition of needs; and facing reality - the Federal Government is not going to play a significant financing role and will have to allow the aviation system and airports to function as the commercial entities that they are and to move rapidly in that direction.
