Abstract:

This resource paper provides an overview of recent financing innovations that the Federal Transit Administration (FTA) has either reviewed or heard about and presents some issues with regard to each innovation. These innovative financing methods present new risks and new opportunities for transit systems and private-sector firms wishing to forge new partnerships for infrastructure investment. The most successful of these new partnerships will be based on a solid understanding of where the market and its financing methods are going. Covered in the discussion are transit finance corporations, lease/leaseback transactions, joint development, State Infrastructure Banks, and super turnkey arrangements.
