Abstract:

Despite their apparent potential, public-private partnerships are still in the experimental stage with few completed implementations. But there are several projects with precedent-setting features in the late stages of development. Furthermore, valuable lessons have been learned through policies developed, models created, and deals negotiated (and derailed). Mainstreaming these promising new approaches requires integrating new policies and procedures into the transportation infrastructure development activities of both public agencies and industry. This resource paper aims at setting a context for discussion of the issues surrounding these developments. The question is, therefore, "What promising new resources, procedures, roles, and relationships for improved highway delivery are suggested by the current constraints, opportunities, and the lessons to date?"
