Abstract:

This luncheon address examines the roles of the public and private sectors in transportation finance. The conclusion is that, "Innovative finance and reprivatization will not weaken government. They have the potential to restore vitality to get government to focus on what it ought to do, which is to govern. And transportation finance, under the umbrella of innovative finance, may be just a fulcrum on which to rest a policy lever to expand our transportation resources."
