It is argued that, since the aim of the Congress and the President is to reduce the budget deficit to zero, the prospects for increased federal-aid highway funding are poor, even though the balance of the Highway Trust Fund will grow. A decrease in the level of federal funding is likely, and state and local governments will not be able to make up the difference, given the current political climate. A broader array of financing options and more private funding or blends of public and private funding must be found.
