Availability: Find a library where document is available Abstract: The changing institutional arrangements in transportation pose a number of challenges both to transportation policy makers and to the elected officials who are responsible for policy implementation. This article presents the perspective of the locally elected official involved in metropolitan planning organization processes. He sees a new era of change for transportation that requires new approaches and a reevaluation of governmental relationships, of the decision making process, and of financing mechanisms in light of a shifting landscape that includes technology, geography, the environment, politics, and the economy.
