Abstract:

This paper describes conventional, probational, and provisional licensing systems and considers how graduated licensing differs from them. Based upon this review, the paper examines the rationale for graduated licensing, describes how a graduated licensing system might be structured, and illustrates how graduated licensing actually works in practice.
