Availability: Find a library where document is available Abstract: This article addresses U.S. implementation procedures for implementing international standards for the safety performance evaluation of highway features, including barriers, crash cushions, guardrails, and bridge rails. U.S. acceptance procedures encompass regulatory requirements along with actual practices, and reflect the intergovernmental relationships between the highway agencies. The U.S. roadside safety appurtenance acceptance system is based in part on consensus-based test and evaluation procedures. Also, only the threshold of crashworthiness of a barrier is quantified for acceptance, not the amount of safety. According to federal policy, in the federal-aid road system, each state highway agency is responsible for accepting a roadside safety device. However, in actual practice the highway agencies generally rely on the Federal Highway Administration (FHWA) to certify the safety of devices. With devices developed by FHWA, it is by memorandum to the regional administrator. In the future, with the advent of National Cooperative Highway Research Program (NCHRP) Report 350, with the increased emphasis on quality assurance, and with the desire to interface with the European Committee for Normalization (CEN) standards and procedures, it is likely that U.S. procedures will become more formalized and detailed.
