Abstract:

California, New York, and Massachusetts have required that 2% of model year 1998 cars must be zero-emissions vehicles--in other words electric cars. In this article, the authors point out why they believe that battery-powered vehicles using near-term technologies do not deliver the promised environmental benefits, making the 1998 mandates premature.
