Abstract:
Reported here is a Federal Highway Administration (FHWA) perspective on high occupancy vehicle (HOV) facilities. HOV facilities are seen as one approach to addressing the continued increase in travel demand. HOV lanes can be accomplished relatively quickly compared to other alternatives, and joint funding is often available to support the planning, design, operation, and evaluation of HOV lanes. Provisions of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) that encourage the development of HOV facilities are discussed.
