Abstract:

This paper briefly discusses two aspects of low volumes roads - engineering and transport planning. The discussion on engineering covers the following: materials; structural design; maintenance management; unpaved roads; and environmental considerations. The discussion on transport planning covers these areas: basic statistics; the use of transport demand and agricultural supply elasticities in road planning; the opportunity cost of labor and traveling time; and the use of tariffs and fares to predict changes in vehicle operating costs.
