Availability: Find a library where document is available Abstract: This paper comments on the issues involved in rural road planning and points out that the current preference in the administration of a rural network is to improve the maintenance of the existing road network rather than to construct new roads. Comments are also offered on optimizing expenditures on road improvement, the use of knowledge-based expert systems, the application of environmental procedures in the administration of low-volume roads, and the use of the Pavement Condition Index (PCI) and the International Roughness Index (IRI) to describe road surface conditions.
