Abstract:

Limited empirical evidence currently exists concerning the capitalization effects of commuter rail facilities. Both positive and negative influences may be present. Transportation agencies and property owners often differ in their views over both the existence and the extent of such impacts from commuter rail facilities, and resulting public participation can have a significant impact on the planning and design process of commuter rail facilities. Single-family residential properties in metropolitan Boston, Massachusetts, are examined. Results indicate that there is an increase in single-family residential property values of approximately 6.7% by virtue of being located within a community having a commuter rail station. At the regional level there appears to be a significant impact on single-family residential property values resulting from the accessibility provided by commuter rail service. Findings related to commuter rail-generated right-of-way proximity effects are inconclusive. The potential policy implications of these findings are discussed in the context of property value impacts associated with the construction and operation of new commuter rail facilities.
