Availability: Find a library where document is available Abstract: The legislative history of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) is examined from the standpoint of four theoretical models of the policy process. The models, drawn from the policy literature, focus on (a) interest groups and iron triangles, (b) policy networks and entrepreneurs, (c) enlightenment, and (d) advocacy coalitions. The logic of each model is outlined, and the manner in which it applies to the process surrounding the passage and implementation of ISTEA is suggested. The relative merits of the models are compared, and their usefulness in providing an understanding of the dynamics of the policy process is discussed.
