Abstract:

This paper attempts to define the problem of the "persistent drinking driver", determine its magnitude and characteristics, and track changes in it over time. It is based on data from Canada and other jurisdictions outside the United States. It begins with a discussion of the central issue of problem definition - determining who or what is a "persistent drinking driver".
